Essential drainage work in Rye? Explain!

I WAS hoping someone, either the Highways agency, the sub-contractor, road workers or the general public may be able to tell me what essential drainage work needs carrying out opposite the gym on Winchelsea Road?

If you remember the road was resurfaced during the evenings only two weeks ago!

And what essential works involve digging a six-foot long trench and then doing nothing to it everyday?

The team of road workers turn up in the morning then sit in their truck all day.

The most strenuous action I have seen from them is reaching into the back of the truck and grabbing a pillow!

I fail to see, in this money-saving era, how our council tax pounds are being put to good use?

Surely before any work on Winchelsea Road should have been done the existing resurfacing from a year ago should be put right?

If you have a roofer fix your roof and it then leaks the contractor is obliged to return and put things right, does this rule not apply to council contractors?
