Worthing home-owner fights for fence

DOES this look like a fort?

That's the view of Worthing Borough Council, which has told the house owner to remove the railings and gates, and lower the gate piers.

The council says they lend a "fortified appearance" to the house in Belsize Road.

Now, Andrew Sparsis is appealing against the council's refusal of planning permission for the "unauthorised development".

An officers' report says the boundary works represent "an incongruous and obtrusive form of development", detrimental to the building's character and appearance, and to the street scene in general.

The house owner told the council the wall structure had not been increased.

"Railings were reinstated to the pedestrian and vehicular entrances, to what we believe to be in keeping with the area, and also what we imagine to be the original height," he said.
